  • Few people are as well acquainted with aerospace and aviation in Russia as Vladimir Maltsev.
  • Mr. Maltsev spent the first twelve years of his aviation career as an aerospace engineer in the manufacture of space rockets.
  • After obtaining his professional qualifications as a lawyer, he continued to work in the aerospace industry and actively participated in the reorganisation and privatisation of Aeroflot.
  • Mr. Maltsev presently heads the Aerospace Law Department of the Moscow-based consulting and auditing firm of Roseksertiza.

Education:

  • Graduate of Tsiolkovsky Aviation Technology Institute with his degree in aerospace engineering, 1978;
  • Graduate of Moscow State University Faculty of Law, 1980 with qualifications in common law, civil law and aviation law.

Experience Record:

  • From 1978 to 1987, Vladimir Maltsev worked as an engineer involved in the manufacture, testing and design engineering of space rockets.
  • After graduating from the law faculty of renowned Moscow State University, Mr. Maltsev was appointed Legal Advisor at the Aeroproekt Scientific Institute.
  • In 1991, he joined Aeroflot at the invitation of V. Potapov at the Head of the Legal Department.
  • Since the break-up of the Soviet Union, over 85% of legislation has been changed, and Mr. Maltsev has been at the center of the changes.
  • Along with a handful of high-ranking executives at Aeroflot, Mr. Maltsev was responsible for the reorganisation and privatisation of Aeroflot.
  • Mr. Maltsev was directly responsible for the creation of numerous joint-stock aviation subsidiaries of Aeroflot and was appointed to the Board of Directors of several of them.
  • From 1992 to 1994, Mr. Maltsev also spent a great deal of time outside of Russia involved in litigation and international negotiations, such as that involving the seizure by Pakistan of three Aeroflot aircraft.
  • Mr. Maltsev left Aeroflot in 1995 to join the auditing and consulting firm of Roseksertiza in Moscow as Head of the Aerospace Law Department
